Housing Delivery Test: London 2021 update
The Government’s 2021 Housing Delivery Test (HDT) results have been released today, with adjusted figures to account for the impact of the COVID-19 pandemic on delivery.
The National Planning Policy Framework specifies that where delivery falls below 95%, an Action Plan must be produced; below 85% a 20% land buffer is required; and below 75%, a presumption in favour of sustainable development applies.
Within London a number of boroughs have changed status:
- Barnet, Hackney, Islington, Redbridge and Westminster have improved delivery, leading to the removal of penalties.
- Haringey improves from ‘Presumption’ to ‘Buffer’ status.
- Southwark and Tower Hamlets move up from ‘Presumption’ to ‘Action Plan’ status.
- Bexley moves up from ‘Buffer’ to ‘Action Plan’
- Falling delivery in Bromley has led to ‘Action Plan’ status.
- Falling delivery in Greenwich, Kingston and Merton has led to ‘Buffer’ status.
- Barking & Dagenham, Enfield, Havering and RBKC remain in ‘Presumption’ status.
- Camden and Lewisham remain in ‘Action Plan’ status.
