Belper Mills, Derbyshire
Leading a detailed heritage assessment for a key site within the Derwent Valley Mills World Heritage Site
Landmark of the Industrial Revolution
Belper Mills is one of the most significant industrial heritage sites in the UK, forming a key part of the UNESCO-listed Derwent Valley Mills World Heritage Site.
Established by Jedediah Strutt in the late 18th Century, the mills played a pivotal role in the development of the modern factory system, helping to transform textile manufacturing and influence industrialisation around the world. Today, the site remains an important symbol of innovation, social change and the enduring legacy of the Industrial Revolution.

Securing a sustainable future for Belper Mills
Long-term conservation
The heritage-led review process demonstrated that the proposals would deliver a viable long-term future for a highly significant but vulnerable mill complex.
The Heritage Impact Assessment concluded that the scheme would result in an overall minor positive impact on the Outstanding Universal Value of the Derwent Valley Mills World Heritage Site, while securing the conservation of heritage assets at risk.

Securing consent for regeneration
Historic England withdrew its objection following the revised assessment and design evolution. The HIA process also addressed concerns raised through the international review process.
Planning permission and listed building consent were subsequently granted in 2026, marking a significant milestone in the regeneration of one of the key sites within the WHS.

Navigating complex heritage challenges
We successfully navigated a complex heritage planning process to secure consent for a scheme facing objections from Historic England and ICOMOS, creating a clear route to investment in one of the most significant mill complexes within the Derwent Valley Mills World Heritage Site.
In doing so, we helped unlock the long-term conservation and sustainable reuse of heritage assets on the Heritage at Risk Register, while supporting ambitions to create a visitor destination and strengthen Belper’s role within the World Heritage Site.
