Regenerating Birmingham’s civic heart
Since 2017, we have supported Paradise Circus Limited Partnership on the second and third phases of the Paradise redevelopment, providing planning advice to secure the delivery of One Centenary Way, Three Chamberlain Square, The Octagon and associated public realm. Our work has contributed to the continued delivery of one of Birmingham's most significant city centre regeneration projects, helping to bring forward new workplaces, homes and public spaces that strengthen the city's commercial and civic core.
Multi-service delivery
Providing integrated Planning, EIA, Heritage and Visual Impact Assessment services throughout the project, our role has included strategic planning advice for the wider Paradise masterplan, preparing reserved matters applications, supporting the design process, securing amendments to the outline planning permission where required, and promoting the development through the Local Plan preparation process.

Collaborating for success
Working collaboratively with Paradise Circus Limited Partnership, Birmingham City Council and the wider project team, we have helped navigate and support the successful delivery of the later phases of the masterplan. This has included securing reserved matters approval for One Centenary Way, Three Chamberlain Square, the hotel, associated public realm and the Phase 3 below-podium works, alongside separate full planning permission for The Octagon in 2021.

The Octagon forms a key part of the next phase of Paradise, introducing a 370-unit build-to-rent development at the northern apex of the masterplan and adding a significant residential element to the mixed-use destination. Together with new commercial buildings, public realm and supporting infrastructure, these later phases continue the transformation of Paradise into a place to live, work and visit throughout the year.
Completed in 2025, it became Birmingham's tallest building and is the world's first pure octagonal residential skyscraper.
A collaborative design and planning process for each phase, underpinned by a clear understanding of the importance of the site's surrounding context and Birmingham's historic and civic setting, has supported the delivery of high-quality development across the later phases of the masterplan.
Working alongside the wider project team throughout the planning process has enabled the continued regeneration of Paradise, strengthening and positively celebrating Birmingham's unique identity.
