Plans for Charles St PBSA development in Manchester approved

Turley has secured planning permission on Jadebricks’ proposal to develop a currently vacant, brownfield site on Charles St to provide more high-quality, modern student accommodation, following approval by Manchester City Council’s Planning and Highways Committee.

We provided expert Planning, Strategic Communications, Economics, EIA and Heritage and Townscape services on behalf of Jadebricks, a Manchester-based developer, for the plans to develop a bespoke student accommodation offer on Charles Street. Jadebricks is already actively developing in the city, shortly to begin construction on a new aparthotel at 68-70 Oldham Street in the Northern Quarter which was approved by Manchester Planning Committee in 2023.

The scheme on Charles Street proposes around 100 student studio bedrooms over 15-storeys, and is being designed by SimpsonHaugh architects and proposes an attractive new building which will provide a high-quality future for a currently underutilised space. The plans add vibrancy and activity to Charles Street, completing the street scene and increasing footfall and activity. This, in turn, will enhance the safety and security of the surrounding area to the benefit of students, site neighbours and the wider public.

Alongside transforming a vacant, brownfield site, the redevelopment of the Charles Street site has the potential to contribute wider benefits to the city and its universities.

Mike Bathurst, Managing Director of Jadebricks said:

“We are delighted that we have been granted planning permission for our Charles St development. These plans were born out of a commitment to provide new and returning students with modern, high-quality accommodation. This much needed development is integral to ensuring we can continue to meet the needs of our student population by delivering well-connected, serviced, modern accommodation in a supportive and inclusive environment.

“The public consultation held last winter, ahead of submitting our application to Manchester City Council was an important part of the process and, as part of our ongoing plans, we will continue to work with our neighbours so that both our students and the surrounding community can benefit as much as possible from the development project.”
