The first commercial-scale onshore wind farm to be brought forward in England since the removal of the de-facto ban on onshore wind.

Planning and EIA leads for Scout Moor II, a 99.9MW onshore wind farm on moorland spanning the administrative boundaries of Rossendale and Rochdale in the South Pennines.

Collaboration

Led pre-application negotiations with the local authorities and a range of statutory and non-statutory consultees, including Natural England, as well as supporting an extensive public consultation process.

A long-term “Community Wealth Fund” has been proposed, delivering £20 million over the lifetime of the wind farm. It would offer a guaranteed £600,000 per year, linked to inflation, and based on £6,000 per MW of installed capacity.

If 3% of the wind farm’s gross annual revenue exceeds this amount, the higher figure will be paid instead. This ensures the community benefits directly from the project’s ongoing success.
