Hybrid planning application submitted for redevelopment of Uplands Business Park
On behalf of NEAT Developments and BlackRock, Turley has submitted a hybrid planning application for the comprehensive redevelopment of Uplands Business Park and Forest Trading Estate in the London Borough of Waltham Forest (LBWF).
A pioneering example of the emerging co-location development model, the proposals form the centrepiece of the wider Blackhorse Lane Strategic Industrial Location (SIL) Masterplan Framework, prepared in collaboration with the Greater London Authority (GLA) and LBWF.
The proposals – designed by award-winning architects Allies and Morrison – will deliver up to 1,800 residential units (including 35% affordable housing) and 33,000 sq m of flexible, high-quality industrial floorspace within a new, vibrant and sustainable 15-minute neighbourhood.
Full details have been submitted for Phase 1, which will facilitate the retention of existing businesses on the site through the construction of two blocks: Block A, comprising 17,636 sq m of stacked industrial floorspace within two multi-storey industrial buildings; and the mixed-use Block B, comprising 119 new Build-to-Rent units and 540 sq m of ground-floor light industrial floorspace. The two blocks frame a dedicated industrial yard, which can also be re-purposed to host cultural and leisure events during the evenings and weekends.
Outline details have been submitted for Phase 2, which is set to deliver up to 14,824 sq m of additional industrial floorspace and up to 1,681 homes, together with an extensive cultural, leisure and F&B offer encompassing new retail units, restaurants, cafés, outdoor markets and leisure spaces. The uses will be housed within eight development blocks, several of which feature distinctive lozenge-shaped towers – the tallest of which could potentially reach up to 38-storeys in height. The outline proposals also provide for a series of generous green spaces, including a new 6,000 sq m ‘Wetlands Waterside’ park overlooking the picturesque Walthamstow Wetlands – Europe’s largest urban wetlands.
