New multi-phase industrial & logistics park in Luton

Since 2022, we have worked closely with Prologis to bring forward proposals for the revitalisation of a key employment site near Luton town centre.

Unlocking the potential of the River Lea corridor

Located close to Luton town centre and a major gateway to the M1 corridor, the 17-acre site occupied a strategically important position within one of the South East's most established employment locations. However, the site was bisected by the River Lea, creating a distinctive landscape and ecological feature at its heart. While the river offered significant environmental potential, it also presented challenges in unlocking the site's future development.

Prologis recognised an opportunity to revitalise the site through a major investment that would deliver a new generation of industrial and logistics floorspace while enhancing the natural environment and improving connections between surrounding communities and the town centre.

  • Bringing forward a large-scale redevelopment on a site divided by the River Lea required a careful balance between economic growth and environmental enhancement.
  • The proposals needed to satisfy a wide range of planning, environmental and design considerations while demonstrating that a modern logistics park could coexist with meaningful ecological improvements.
  • The phased nature of the development added further complexity, requiring a strategy that could provide flexibility for future market demands while maintaining certainty for decision-makers.
  • The site also needed to respond positively to its urban setting, ensuring that new development integrated successfully with the surrounding area and delivered benefits for local communities.

A vision for regeneration and growth

Prologis' ambition was to transform a key employment site into a high-quality industrial and business park capable of attracting investment, supporting employment growth and meeting the changing needs of occupiers in a prime urban location.

Equally important was the aspiration to create lasting environmental and community benefits. This included rejuvenating the River Lea, increasing biodiversity, improving ecological value and creating new pedestrian and cycle connections through the site for the first time.

Bringing the vision to life

Shaping a vision with success

We helped shape the vision and planning strategy for the redevelopment, securing hybrid planning permission in 2023 for the first phases of the scheme and subsequent reserved matters approvals as the project progressed.

Integated approach

Our integrated approach brought together Planning, EIA, Sustainability, Townscape and Economics expertise to support a robust planning case and minimise delivery risk.

Adaptable development

The approved development will deliver a new multi-phase industrial and logistics park, with flexibility to respond to evolving market requirements.

Enhancing a valuable natural asset

Alongside the employment benefits, the project will see the River Lea significantly revitalised through extensive ecological improvements, biodiversity enhancements and additional tree planting.

Reconnecting communities

New pedestrian and cycle routes will open up access through the site between Osborne Road and Manor Road, strengthening connections to Luton town centre and creating a lasting legacy for local residents.

Future-proofing a strategic employment site

The success of the project was built on an integrated approach. By combining Planning, EIA, Sustainability, Townscape and Economics expertise, we developed a co-ordinated strategy that addressed environmental, design and commercial considerations together rather than in isolation.

This enabled the project team to reduce planning risk, demonstrate the wider economic and environmental benefits of the proposals and secure the consents needed to bring forward a significant long-term investment in Luton. Through this collaborative approach, we helped unlock a complex riverside site while ensuring the River Lea became a defining asset of the development rather than a constraint.
