A new energy from waste facility
Our role
- We advised the successful bidder on the Peterborough Waste PFI through a competitive bid and planning application process to secure planning permission for a 94MW energy from waste facility and a waste transfer station. The facilities were proposed as part of the city’s waste management facilities PFI scheme.
- We provided strategic planning advice, and the approach to minimise planning risk. The implemented strategy was to submit an application under Section 73 of the Town and Country Planning Act 1990 to vary the reference consent secured by the procuring authority, to secure a fit-for-purpose consent for the energy from waste facility and an application for the change of use of an existing building to enable its operation as a waste transfer station.
- We inputted to all stages of the bid submissions and co-ordinated the preparation of the planning applications, formally scoping the Environmental Impact Assessment for the energy from waste facility and co-ordinating its preparation (as well as preparing the Landscape and Visual Impact chapter), and led pre-application discussions with the local waste planning authority.
- We also advised on the public consultation strategy and managed the applications to a successful conclusion.
Results
- Permission was granted in March 2013.
- The facility opened in March 2016 and is contributing to Peterborough’s aspiration to become the UK’s Environment Capital and eventually achieve zero landfill.
