Turley launches Business Cases and Funding service

We have expanded our Economics offer with the launch of a new Business Cases and Funding service. The specialist team will be led by Andy Rumfitt who joins as a Senior Director.

Andy was a former Director of Economics & Economic Development at AECOM, where he spent seven years at the firm building a team of 30. Andy led the due diligence of more than 140 business and investment cases across all infrastructure types and directed case making work on major transport schemes such as Crossrail 2, Sutton Link and the Bakerloo Line Upgrade and Extension.

He will head up our newly launched service, which provides business case development, appraisal, and funding applications for the private and public sector. Further appointments to the team will be announced imminently.

The team specialises in leading and producing integrated “five case” applications based on the most recent Treasury Green Book guidance. Services include appraisal and due diligence; production of business cases; impact assessments; evaluation and benefit realisation; training and coaching.

The launch of the new service will help clients meet the Government’s change in investment approach and approval processes, which reflect greater emphasis on the levelling up agenda and meeting net zero targets.

Working alongside a dedicated sustainability team also means we can work with clients to validate and provide advice on measuring ESG. This is extremely valuable in helping organisations demonstrate the case for investment and development.
