Turley supports achievement of key milestones in Muse’s partnership with Oldham Council

We are providing Strategic Communications services to Muse supporting their long-term partnership with Oldham Council, which has taken a big step forward as Oldham Council’s Cabinet has now approved the Oldham Town Living Development Framework.

The Development Framework, which aims to transform Oldham Town Centre by delivering up to 2,000 new homes on brownfield sites across the Town Centre, encompasses three core and five opportunity sites. Now approved, the Framework will be used by Oldham’s Planning Committee when considering planning applications within the Town Centre.

We are advising Muse as they work in partnership with Oldham Council to help transform Oldham Town Centre. This has included supporting the partnership with Strategic Communications expertise to deliver a comprehensive community conversation that ensured the project reached a broad audience and engaged key stakeholders across the local community.

Prince’s Gate’s inclusion as a fourth core site within the partnership agreement will further help the partnership to achieve their vision of delivering positive change for Oldham. The vacant plot of land can deliver around 295 new homes and our Strategic Communications team will once again be supporting the delivery of a pre-application consultation for that site in early 2025.

The decisions come following Muse and Oldham Council’s seven-week community conversation this summer, during which hundreds of people shared their views on the draft Development Framework. The vital feedback received has been considered and incorporated into the final Framework where possible and will also help inform the proposals that come forward for each site.

Emma Payne, Project Manager at Muse, commented:

“We are delighted that the Development Framework is set to be approved by Oldham Council's Cabinet. We enjoyed meeting with Oldhamers during this summer’s community conversation and sharing our vision for a town centre with character, thousands of new homes, and an emphasis on sustainability, community and quality.

“The feedback we received throughout the summer has been fundamental in helping us shape our final plans and we’re looking forward to working with Oldham Council to deliver positive change for the people of Oldham.”

Cllr Arooj Shah, Leader of Oldham Council, added:

“Oldham Council and Muse have a shared vision to transform Oldham Town Centre with fantastic new homes, businesses and opportunities for Oldhamers. A place we can all be proud of.

“Our partnership with Muse is game-changing for Oldham and this next step will mark a huge milestone in our town’s future. I’m especially pleased that we have the opportunity to breathe new life into Prince’s Gate with much needed, affordable new homes in a great location at the heart of a transformed town centre.

“We’re maximising every opportunity to make Oldham a fantastic place to live and visit—and we’re bringing the community with us every step of the way.”

With funding already secured from the Brownfield Housing Land Grant to support redevelopment of the Prince’s Gate site, the partnership has committed to submitting a planning application early next year with construction expected to start at the end of 2025.
